Essentially tradition and aesthetics dictate what finishes should be use.
For example shampoo bottles mostly have 415 and 410 finishes almost never 400 finishes. All to the contrary, Ketchup bottles and other similar products using a flip-top closure only use 400 finishes. The choice of closures available will follow the trends created by the bottles.
To give you an idea, a 400 finish is rather flat, a 410 finish is higher than a 400 finish and a 415 finish is higher than a 410 finish. This is not a rule to use (that the number dictates the height of the cap) since the height of a 499 finish is similar to a 410 finish.
